1. Mix water and sugar together in pan and boil for five minutes. Place in refrigerator to cool.
2. Add in juice and rind to pan after it has cooled.
3. Pour the mixture into a freezer-safe bowl.
4. Cover and freeze until semi-frozen but still at a mixable consistency.
5. Remove from freezer. Then using an electric mixer, beat until blended.
6. Cover and return to the freezer until solid.
